In Japan that era, women began to go on to high school and work outside the home. Most schoolgirl and business lady wore Hakama. Because it's easy to move and western clothing is not popular. However, women go to school and work outside the home was still a minority at that time. So they were honorable and acted like that themselves.
From these historical background, Hakama women are considered very nobly and sublime appearance at the nowadays. Hakama is often worn at graduation ceremony in these days. Why graduation ceremony is noble? Although graduation ceremony is of course happy event, it's also a solemn ceremony in Japan.

当時日本では、女性が高等学校に進学したり、家庭外で働き始めた時代です。その頃多くの女性はこうした袴姿で学校に通い、また勤めに出ていました。なぜなら袴は着物よりも動きやすく、また洋装は当時さほど普及していなかったからです。とはいえまだまだ学校に通い、仕事に出る女性は少数派です。そのため彼女らはたいへん気高い存在であり、また彼女たち自身もそのように振る舞っていました。
こうした歴史的背景から、袴姿の女性は現代においても、気品あふるるそして品のよい身なりと受け止められています。その現代においては、袴は主に卒業式で着用されています。卒業式が気品あふれているって？もちろん、卒業式は喜ばしい行事ではありますが、一方でとても厳粛な儀式とも日本では考えられているのです。
